how is the getline function working here?

how is the getline function working here?

i am completely new to this forum.please forgive me if i have made any
mistake regarding asking the question.
i cannot understand how the function getline is working here.why has the
newline character been excluded from the for loop.and then again they are
testing for the presence of newline character in a separate block.why is
it so.someone please explain.
